Your carbs have a plate-type choke like a car, don't they? That would
eliminate the choke as a problem.
The float valves may be stuck, or the floats may be improperly adjusted, or
the float valve seat has crud on it. Or the idle jet may be completely
missing from the carb.
You can wrap some emery cloth around a wooden match stick to clean crud off
the valve seat.
You can order new float valves and seats from aftermarket suppliers.
There's a website called "Old Man Honda" that lists the float setting
dimensions and idle mixture screw settings for older Hondas.

A friend of mine had almost the exact same problem with his... Might be the
scrambler model (I'm not up on these older bikes...)
He replaced the rubber o-ring (not even srue where it is located!) and the
bike now runs flawlessly. Seems he ran carb cleaners of all types through
the engine and the initial o-ring had a crack that was plugged with gunk...
So it ran good until the carb cleaners did their work, then ran horribly.
He replaced the o-ring and now is happy as can be.
He also swears (as do I) that Seafoam gas additive works better than
anythign else out there except maybe the old Yamaha RingFree stuff... At a
much lower price.
NAPA part SF-16 for anyone who cares...

In your shoes, I'd get the carbs cleaned by ultrasound.
