I am debating whether to buy a 99 VFR with 5k miles. Seller is asking
$5000. Please comment. Need a quick response. Also what is the
expected lifetime of the regulator?

That's not far off. Leaves a few hundred dollars of room for negotiations

Since you ask you must already know that the R/R's on the VFRs are known
to fail. I beleive that this is when they are overloaded by trying to
charge a crappy battery or some owner that has gone farkle crazy. They
are small enough, and easy enough to swap out that it is prudent to
carry a spare on longer trips. Adding some sort of voltmeter is also wise.

What did these sell for new? 5k seems quite steep for an 8 year old bike.

It's also been sitting more than running for the past eight years or so.
That can mean dried gaskets and seals.
