Front brake doesn't work

I purchased a dirt bike last October on eBay.  It was shipped with the
front wheel detatched.  I can't remember what else was detatched; maybe
the handlebars.

When I tried to ride it, I noticed the front brake doesn't seem to work
at all.  I've lifted the front tire, spun it around, then applied the
front brake, but the tire kept spinning like I wasn't applying the
brake at all.  The rear brake clearly works fine.  The rear tire
stopped quickly when I lifted the back and applied the rear brake.

I don't feel comfortable without having the front brake available.  The
seller still hasn't replied to the second e-mail I sent on Tuesday.
Any assistance would be greatly appreciated.

I admit to being naive enough to buy it without even knowing what kind
it is or what replacement parts are compatible with it. I was a
desperate cheapskate and it looks like I got what little I paid for.
Please help!  I really want to graduate to a real dirt bike after I
learn on this one.

I posted a description and pics here:

Have you contacted the seller THROUGH eBay? Trying to contact them outside
(or directly, thus by-passing eBay) can often result in the run around.

And no matter what little you paid for it, it should still have a
functioning front brake, but it's probably "something and nothing". Have you
checked the brake fluid level? If not, do so and while you're at it, check
there's oil in the engine/oil tank too. And water in the battery if there's
one fitted.

It's a hydraulic front disk.  If the wheel was detatched then so was
the brake.  Assuming you filled the brake fluid reservoir, connected
the hose, and bled all the air out of the system you have a blockage
somewhere.  It works by lever moving piston pressurizing fluid which
causes the piston(s)  in the front caliper to apply pressure to the
brake pads which sieze the front disk.  Disconnect something and see
if you have fluid pressure/movement.
