Do car test examiners automatically disqualify any car drivers who know how
to use indicators???!

I think that if you intentionally startle or distract other drivers by
flashing those funny corner lights more than once, before making your
lane change, or while you're just waiting at a red light, they will fail
you.

So why fit them to cars in the first place?

They're standard equipment in Yerp.

Remember when there was all this ruckus about how Cadillac wasn't
importing any cars into Japan but Toyota was exporting all kinds of cars
to the US? It turned out that Cadillacs weren't made in
right-hand-drive, so the gripe was kind of stupid. So now, in order to
be able to export Merkin cars to Yerp and other foreign countries such
as Canadia, they have to add the corner signal lights.
