Used bike: repair concerns

I was looking at a GS500 (1985) yesterday that had a couple small problems -
the idle was rough, and it stalled when rolling on. I also noticed the
throttle didn't 'snap' back on release - it sort of slowly rolled back, like
it had honey or something stuck in it.

I'm a brand-new rider, and this would be my first bike. What I'm wondering
is - how serious are these problems, and what would it take to fix these
problems?

They guy's asking $800, and everything else seems to be OK. Does it seem
like a worthwhile deal?

That price is on target for that bike- if it were running correctly and
the throttle worked O.K.

 I suggest asking him to take a bit less, like 500-700.
 The throttle problem is a simple fix. The carb problems may be too-
depending on how mechanical you are.

 Sounds like the thing has been sitting for awhile. The carbs more than
likely will need a cleaning and if you've never done it or aren't
mechanicaly inclined you'll need to pay someone to do it.

 How is the rest of the bike? Brakes, electrical, ect?
