What is the difference between a moped, pocket bike?
Why and how can cities ban pocket bikes if they are legal to drive?
Sorry for this off topic question.
I considering getting one of those to save on gas.

Do you mean, "What is the difference between a moped and a pocket bike?"?
A moped is basically a bicycle with a motor up to 5hp.

First, their tiny size makes them hazardous to drive in city traffic. Someone in
any sort of decent-sized car might not see you at all; someone in a truck or SUV
won't see you at all.
Second, they have two-stroke engines which pollute like mad.

Forget the pocket bikes. Get a real motorcycle, scooter, or moped. And take the
MSF motorcycle course. You might learn something about motorcycle dynamics and
why pocket bikes would be a pain to ride.

I now what a moped is. I didn't know about the pocket bike.
I might consider getting a scoter or moped or a legal mini-motorcycle
because of my size.

Pocket bikes are a little smaller than mini-motorcycles. though they are
often viewed as the same thing by many.
My State says, as of last fall, mini-motorcycles (the mini-coppers like
the mini-"pit-bull" "harley" chinese made thing) are now classified as
"motorized scooters" (not motorscooters, but one step below).
they MUST have horn/lights/signals, and must only be driven on
residential streets or commerial streets with a posted speed limit of 25
MPH or less. (unlike mopeds/motorized-bicycles - which may drive on
roads with a max posted 35 MPH limit.
I'd imagine you could probably fudge it and if your "motorized scooter"
is one of the bigger ones (they are nearly as big as regular
motorscooters) and drive on 30 or 35 MPH roads and not get pulled over.
As always, each State's Laws differ. it is my understanding that ALL
pocket and mini-motorcycles/choppers are illegal in California.

A pocket bike doesn't have a VIN number and therefore cannot be licensed by
the DMV for street use. Add to the problem, it cannot be used off road in
Green Sticker areas (off-road or OHV) vehicle routes either. Your are stuck
to using it on private property only.
Mopeds have a VIN and can be registered and licensed through the DMV for
street usage.
