I have a residue of tar on my plastic fender. What is safe to use to
remove the tar without ruining my fender?

No - not that!
Kerosene or, as we call it in the UK, paraffin.

when I worked for a parts store I would recommend Bug and Tar remover
from turtle wax to some of the bikers they like it, but be careful
leaving it on too long it can discolor the plastic and you may have to
go thru a couple of applications to get the majority off ,and once you
get it clean wax it any chance you get it helps to remove the the bug
and tar alot easier .
