This is long so I'm starting a tab.

This is kind of long.  The proposed new options by The City of Myrtle
Beach to help make the Bike Rallies unpopular.  In other words kill
them.

I like these:


926 AN ORDINANCE TO PROHIBIT THE PARKING OR STORAGE OF BOATS
927 AND BOAT TRAILERS; SEMITRAILER, TRACTOR, TRAILER, OR
928 OVERSIZED VEHICLES AS HEREIN DEFINED ON PUBLIC STREETS AND
929 CERTAIN PRIVATE LOTS; THE VIOLATION OF WHICH IS AN
930 ADMINISTRATIVE INFRACTION

There is clarification on the above later on.  So no motorcycle
trailers allowed.

473 Sec. 14-204 INSTITUTING ADMINISTRATIVE HEARINGS: All Sworn Police
474 Personnel, all Code Officers, all City Inspectors and Fire
Prevention Officers are hereby
475 authorized to institute an administrative adjudication hearing by
issuing a violation notice
476 specifying the date, time and place of the violation, the
ordinance or ordinances violated,
477 the assessment levied and the identification and signature of the
person issuing the
478 violation notice, and the date and location of the hearing.

Since its an ADMISTRATIVE INFRACTION and not a crime you are guilty
unless proven innocent but the guy writing the ticket is the judge who
will decide.

340 9) Any cooler, table, cooking device, appliance used or placed on
without lawful permit,
341 on private property in a required parking area or landscaped area
of a payer of
342 hospitality tax or accommodation tax, or the site of any short
term residential rental.

So if you are a tourist and have a cooler stored visibly where you are
staying you are guilty of an ADMINISTRATIVE INFRACTION.

Noise violations:

1173 AN ORDINANCE TO PROHIBIT THE OPERATION OF MOTOR VEHCILES
1174 THAT DO NOT HAVE REQUIRED EPA STICKERS OR THAT EXCEED
1175 ESTABLISHED SOUND LEVELS; TO PHOHIBIT THE OPERATION OF ANY
1176 MOTOR VEHICLE THAT ARE NOT EQUIPPED WITH ANY EXHAUST
1177 MUFFLER APPROVED BY THIS CHAPTER; THE VIOLATION OF WHICH IS
1178 AN ADMINISTRATIVE INFRACTION AND TO DECLARE VEHICLES IN
1179 VIOLATION TO BE A PUBLIC NUISANCE, AND IMPOUND, TOW AND
1180 STORE SUCH VEHICLES UNTIL THE VEHICLE CAN BE REMOVED FROM
1181 THE CITY LIMTS WITHOUT OPERATION IN VIOLATION OF THE LAW.

I’ve never seen a muffler with an EPA sticker.  Mine don’t and they
are stock.  They go into a lot more detail following this sections but
these are two of my favorites:

1222 e. It shall be an administrative infraction and a public nuisance
to operate within the
1223 city limits a motorcycle manufactured before December 31, 1982 or
any custom
1224 built motorcycle that has a measured noise level of more than 83
decibels on the
1225 decibel meter when measured 20 inches from the exhaust pipe at a
45 degree
1226 angle while the engine is operating at 2,800 revolutions per
minute for one and 2
1227 cylinder motorcycles and 3,500 revolutions per minute for any
motorcycle with 3
1228 or more cylinders.

See a problem between the two?  82dB(A) vs. 83 and 20" vs. 25'. I
don’t think a stock Harley will pass the requirement at line 1225 and
a stock Harley is quiet.

There is a ton of stuff on helmets.  SC has a helmet law so it’s not
ignored by the State.  MB position is that by implementing an
ADMINSTRATIVE INFRACTION for public safety reasons they can do this.

This just going to tick off everyone driving a car:

1388 Sec. 12-102. One motor vehicle per space
1389 It shall be unlawful for more than one motorized vehicle to
occupy a parking space at any
1390 time. Each vehicle shall be ticketed.


Rather draconian.  Be interesting to see if the SC Attorney General
will weigh in with an opinion.  Also going to be intersting to see
which parts they will actually try and implement.

Sounds to me like they're pretty much outlawing tourism and outdoor activity
of any sort.

anti-motorcycle, elitists.  The efforts you've reported don't surprise me.  They
could be used to restrict almost any kind of event, but would obviously be
applied only at the discretion of the local government, ie: during bike events.
    It's their city.  They make their living on tourism & golf.  They don't
like us, & are not people I want to be around.  I won't be attending any events
there, & will probably avoid the area on future trips, so finding a more
friendly location for future events would seem like a winning situation for most
of the people involved.  JMO, YMMV..............

The NC/SC Dealers Association is actively looking for an alternate
site with Wilmington, NC and the OBX being possibilities.
