Evo cam position sensor question

Hey all.  A round for the house!!  I am having problems with my 97
evo.  The bike will not run right under throttle.  I rebuilt the carb
and notice that there were burn marks on the slide close to the
diaphram.  The bike is idling fine.  However, when I roll on the
throttle she starts spitting and close to stalls.  I also noticed
ignition in the carb body during the spitting.  I am attempting to
perform static timing and the manual gives directions on testing the
cam position sensor plate.  The test is called the vehicle altitude
test.  I am getting no changeon my meter when I turn the plate from
vertical to horizontal positions.  The manual says my reading should
change when I turn the plate.  When the bike is running I am not
seeing the advance timing dots in the timing hole so thats why I was
starting from the beginning with static timing. I didn'y know if these
timing plates ever go bad.  I would think the bike would not run at
all if this was bad.  Any help would be appreciated....

Put a set of fresh spark plugs in it FIRST!

Test plug wires.

With motor running rap on ignition trigger and module with screwdriver
handle and note any change in motor sound.

Do these steps in this order than get back to us with results.

Note If you did not mark the timing plate before moving it you will have
to retime the motor after fixing problem. This setting is critical to
keep the motor from possibly eating itself up.

Thanks for the reply!
1)  I have new plugs
2)  Checked spark at both plugs
3)  Tested resistence on both wires
4)  Tested coil at both primary and secondary connectors
5)  I did mark the timing plate
All test results were within spec.  I did retard the timng and now see
the advance timing marks in the timing window for the front cylinder
with timing light connected to front wire.  However, still when I roll
on the throttle, she starts sputtering and spitting.
How bout the V.E.O.S. switch?

You can disconnect the VOES for testing. the bike will run better with
it. It works like a vacum advance, high vacuum advances the timing.

Time for compression and leak down tests.

If the compression and leakdown are good, the carb and intake are the
next area to look at. Bad accelerator pump, needle dropped, plugged main
jet, plugged pilot jet, low float level, intake leaks.
