Is This Dealer Competent?

I've always understood from multiple threads here and discussions elsewhere
that if you put the SE air cleaner on an injected bike, the ECM must be
reflashed or the bike will run too lean. Also understood that reflashing is
not always/usually necessary for the pipes.

Thanks to a couple of fine netscum here, the dealer I bought my bike from
will be putting different injectors in my bike this week and since he's
gotta have the a/c off anyway to do it, I figured I'd have 'em put on an SE
air cleaner and reflash for no labor cost. Talking to the service manager
about this, he says that sometimes they don't have to reflash for the SE air
cleaner. Now, I'm not sure WTF "sometimes" means with something like this. I
would think this would be a consistent "yes it needs it" or "no, taint
necessary". I'm starting to question this dealer's service department.
First, they missed diagnosing the injector issue which is a service
bulletin. Now this. Is he right or wrong?

I'm buying whatever you're drinking. Personally, I'm on a 3 day elkahol
break after Vermouth.

If you have done the pipes and air cleaner, I would reflash to a
richer mixture. The stock setup is pretty lean. Since the mixture is
computer controlled, it isn't an absolute requirement.

Check the price of the reflash and consider a Power Commander. It
will give you the option of adjusting with your own computer at no
cost. It would, however, confuse some dealers and costs more than a
reflash.

If he bothers to check for one.
My dealer is pretty good with Harley and SE parts and setups, but
seems to be baffled by PCII.

Thanks, Steve. I had a PCIII on my last bike. I probably miswrote my
original post here a little. I had thought that the main reason to get an
ECM re-flash on a bike with a PCIII or like device but only free flowing a/c
and pipes is as a back-up in case the PCIII failed. I'll probably go with
your suggestion and get a tuner. I've read quite a few H-D Race Tuner fans
here because of the added features. Is there a PCIII on the Stella? <sfsf>
