Hi
I was just wanting some information, i am in the UK and have past my bike
test, but i am restricted to 33BHP (25kw) power to weight ratio of 0.16kw/kg
for 2 years can anyone tell me what the spec is on a XL 833 sportster is,
and is it possible to have them restricted? I have trawled the internet but
haven't been able to find the information I seek.

More than your limit. Get a piece of crap jap bike, drop it a few times
over the next two years whilst you get experience, then when your limit
increases you'll be ready for the bigger bike.
