I'll catch this round...
I will often do up the d-ring strap a bit and hang my helmet off the
rear turn signal bar, when stopping somewhere. The other day, I
noticed that I can hang it from the inside latch on the hardbag, shut
the lid and lock it up, resulting in a somewhat more secure
arrangement. I'm sure someone could undo the strap and slip it out of
the bag, but it's more work than just picking it up and walking away
with it, which might deter a theft.
Keep in mind I'm talking about a cop bag, the lock is on the rear.

I put mine on top of the handlebar mirror if paking brieffly.
Over the gas cap console(canopy as TL says) sometimes.
Or the seat when hot.
I had a pair of helmets stole once, in Atlanta about 1971.
And a leather jacket, hung over the handlebar, about 10 years ago in
Clearwater.
Oops almost forgot about a helmet that was stolen while IN the
saddlebag in S.Daytona in 95.
But that time they took the whole bike just to get the helmet.

Thanks for the reminder. I lost a Nolan helmet, leather jacket, Gerbing
liner, Gerbing gloves, First Gear riding pants, prescription sunglasses,
and AC/DC Highway to Hell when my Ultra was stolen.

I usually just put the helmets inside the tourpack... but if it's got too much
stuff in it, couple times lately I've sat the helmets on the back seat of the
bike with the D-ring end of the strap laid inside the tourpak. Then the tourpak
is closed and locked.
I guess if they want the helmets, they'll cut the straps????
Like anything else, if some scumbag wants 'em bad enough....they'll be gone.
