Does anyone make a performance exhaust system that is more quiet yet still
give maximum performance like an open pipe? Currently running V&H with a
quiet baffle but its still loud.

Get a used stock set pulled off one of the new 103" baggers. They
are very quiet and flow way better than 96" stock. I got a set for
$60 on Ebay.
