engine breather

i have a 1990 softail and the engine breather is constantly getting
full of oily white gunk. is this a symptom of some other problem or is
there anything i can do about it.

 you could be right about the short hops. i do 12 miles to work every
day through city traffic. i warm up the bike for 5 mins. before i
leave until the rocket covers are warm to the touch but i guess this
is not enough.
