Town to charge bike rally attendees admission fees

Atlantic Beach officials plan to turn Bikefest into a townwide festival this
year, charging every person $10 a day and enclosing the area east of U.S. 17
with fences.
Admission fees could offset the cost of the event and draw people to solicit
Atlantic Beach businesses, officials said. The fee will also pay for a
management company to recruit comedians, sponsors and national media for the
three-day event during Memorial Day weekend, Town Manager Marcia Conner said
Wednesday.
"The town itself isn't benefiting, and it hosts the event," Conner said. "We
don't intend to have dead streets again [during Bikefest]."
The admission fee was approved by Town Council on Friday, and Conner said
she will meet with S.C. Law Enforcement Division and S.C. Department of
Transportation officials to ask for permission to charge a fee to enter
county and state roads.
Myrtle Beach City Manager Tom Leath said he questioned the legality of
charging to access public roads.
Atlantic Beach officials announced the plans at the annual Bike Week Task
Force meeting Wednesday, attended by law enforcement and officials from the
state, U.S. Department of Justice, Myrtle Beach, Atlantic Beach, North
Myrtle Beach and Horry County.
Conner said the organized event would give attendees something to do besides
cruising, which could improve traffic congestion around the town surrounded
by North Myrtle Beach on three sides and the Atlantic Ocean on the other.
"It's unrealistic to think that other parts [of Atlantic Beach] wouldn't be
affected, improving business for the hotels and restaurants," she said.
Bikefest started as a motorcycle event that drew 100 people in 1980.
Now, the annual event is a large block party attracting 200,000 to 400,000
people, many of whom cruise Ocean Boulevard in Myrtle Beach in cars and
spend their money outside Atlantic Beach.
Last year, the town spent about $60,000 of its money to run the festival.
A nonprofit organization will be created to handle the proceeds from the
Atlantic Beach event.
The town will pay $100,000 to Entertainment Consortium Inc., a
Columbia-based promoter, and hopes to net $100,000 each for the town's
general fund and the nonprofit.
Events will run from 8 a.m. to 4 a.m. and could include contests, giveaways,
comedians, musicians and live radio broadcasts, said China Myers of
Entertainment Consortium.
More details could be announced next week, she said.
Leath said he applauded the efforts to better organize the 26th year of
Bikefest and thought the activities proposed in Atlantic Beach could
potentially draw bikers away from Ocean Boulevard in Myrtle Beach, just as
scheduled events did for the Carolina Harley-Davidson Dealers Association
Myrtle Beach Rally.
"Anything that can be designed to give people a reason to get off their
bikes is a good thing," Leath said.
"That's what happened with Harley for us," he said.

Not a state but a city. A two block wide city with 4 roads.
Last plan I saw was the first one into town headed north on 17 was
going to be for cars. The second for bikes. The 3rd for
pedestrians. Then the last was going to be an exit road.
Want to see the biggest clusterf**k in the last century of the Grand
Strand just hit Atlantic Beach next weekend.
I'd like to have a seat across the highway with a cooler of beer just
to watch.
I also question the legality of closing down a street and charging
admission but I've seen it done in SC numerous times before.
