I'm in the pacific northwest, so winters are rarely below 30.
Googling shows me fleece, silk, cotton, neoprene, and polyester.
First, is there a difference between a balaclava and a face mask, or
is that just semantics?
Second, when would you use different fabrics?

Not at all semantic. Balaclavas cover your head and neck leaving your face
"exposed". Face masks cover your moutth and nose leaving the rest of your
head exposed.

Some "wick" sweat away from your skin, while others don't. Some are warm and
some aren't.

What does it matter what kind of gear a limey uses? You're going to
want to buy from an *American* manufacturer, aren't you?
