The best one is the one that works for you. Go to the local dealer and ask
to "dry fit" several (make sure they are packed with newspaper or something
so they look full) and see which one looks the best and works the best FOR
YOU. Advise from others is great, but it needs to be functional for YOU.
(I ask this same question for bags and when I bought what others
recommended, I was sadly disappointed as it did not work for ME).
My 2 cents worth.

Chase Harper. I think mine is the 1501
http://www.chaseharper.com/TankBags/TankBags.htm
It has a shoulder strap so you can carry it on a hike. It might
actually be too big for the ST1100. I tend to stuff mine full, and
occasionally, (say, when pulling into a crowded campground late at
night,) if I turn the handlebars lock-to-lock, it hits the horn
button. ;-) But I've had it forever and I wouldn't part with it.

I had good luck with Chase Harper on other bikes but the ST1100 seems to
be more of PITA to mount. RKA seems to make sense so far.

If you did have an ST you'd know the 'tank' is aluminum so you can't
use a magnetic tank bag.
