I heard on the radio yesterday morning (Jan 22) that Obama had issued an order
stopping all new offshore drilling.
I cannot find any online confirmation that the order had indeed been issued. Can
anyone confirm it? All news sites seem to be tied up with Caroline Kennedy
today and I found no mention of any oil-related action.
Just to be safe, I bought 30 gallons of untaxed farm diesel yesterday at
$1.79/gallon. I got 30 gallons for $57 and change (1.79+sales tax*). I paid
almost $30 for one tank back last summer. I don't do a lot of tractor work
anymore, and 30 gallons should last me most of the year.
*In this state, farm diesel is not subject to road maintenance tax but it is
subject to ordinary sales tax. The untaxed diesel is dyed and there is a severe
penalty if they catch you using it in an on-road machine. Whatever they use to
dye it can be detected in very minute amounts if they check your tank, and they
do occasionally check tanks.

Only thing I found was a comment by the new Interior Secretary
(Ken Salazar, formerly senior senator from Colorado) re a
*desire* to re-institute a recently-lifted ban on some offshore
drilling, but Reuters also reported the following:
Hugh Vickery, a[n Interior] department spokesman, said the
department has been notified by the White House that it will
be able to proceed with a proposed draft of a five-year plan
to lease areas in the Atlantic and Pacific waters for oil and
natural gas drilling.
The preliminary plan would authorize 31 energy exploration
lease sales between 2010 and 2015 for tracts along the east coast
and off the coasts of Alaska and California.
Sure doesn't look like any ban on offshore drilling coming from
the White House any time soon.

My question would be does your President have the authority to
arbitrarily put a halt to offshore drilling? Is the position the final
authority?
It was suggested on a radio news program today it still may be years
before the base in Cuba will be closed and the Presidential order does
not carry enough weight to make it happen in a year.
Are these orders coming out so quickly directed more to the political
optics than definitive action?

Correction - all PUBLIC executive orders, IOW 'those he
CHOOSES to release'.
EVERY President has signed UNDISCLOSED executive orders, many
of which are still in effect from decades ago.
Rest assured that Brobama will be no different. In fact, he
CAN NOT be different, by the very nature of his authority and powers.
He deals with things every day, and writes orders every day, that must
BE HELD SECRET, FOR NATIONAL SECURITY REASONS. It is completely
unavoidable.
