Sheboygan Common Council declined to enact a ban on *hand-held* cell
phone use, deferring instead to state laws already on the books
against distracted driving.  However, the Sheboygan Press still thinks
a statewide ban would be a good thing.  So far as I can determine,
there are all kinds of regulations in other states and localities,
which apparently are universally flouted by the public -- particularly
teen drivers.  Also there are special rules for military bases and
transportation companies.

I can find no definitive research on *hands-free* devices.

Here's a question none of you old farts can answer: Is cell-phone use
or even possession banned to school bus passengers?
