Motorcycle Theft: (AB 1848, Garrick)
This bill adds Section 466.65 to the Penal Code and makes it a
misdemeanor to possess, give, or lend the following:
· Any device designed to bypass the factory-installed ignition of a
motorcycle in order to start the engine without the manufacturer’s
key.
· Any motorcycle ignition or part of motorcycle ignition, with the
intent to unlawfully take or drive, or to facilitate the unlawful
taking or driving of a motorcycle, without the consent of the owner.
· Items of hardware, including bolt cutters, electrical tape, wire
cutters, wire strippers, or allen wrenches, with the intent to aid in
the unlawful taking or driving of a motorcycle without the consent of
the owner.

Apparenty you don't understand the meaning of the operative words
here:
"with the intent to aid in the unlawful taking or driving of a
motorcycle without the consent of the owner".
This means that ownership of said parts/tools does not comprise a
crime unless it can be proven that you intended to use them in
commiting a theft.

Fool.
That doesn't mean that a chickenshit cop can't shake you down and find
allen wrenches or electric tape or a spare ignition switch in your
possession and haul you off to jail for a weekend while the assistant
district attorney decides whether or not to charge you with possession
of said contraband while intending to steal somebody else's
motorcycle.
Cops around here routinely roust people who are outdoors after dark so
they can check them for warrants, parole violations, etc., and having
a screwdriver gets them hauled in for possession of burglary tools.

Why should the rest of us be all that concerned about what cops
do in your trailer park? Good Gawd, given the class of people who
obviously live there, I would HOPE the police would have some handy
excuses for hauling their sorry posteriors off.
