Hmmm, dontcha think he has to say that? It's like a gun maker - use
guns repsonsibly or beer makers - drink responsibly.

I think Willie probably means every word of it. HD as a corporate
entity probably is more aware of legislative and judicial pressures
and trends than all of us combined.
You might just consider that HD doesn't say anything they don't
believe in, because the alternative would be to say HD talks bullshit.
I wouldn't buy a HD motorcycle on a dare, but that doesn't mean I'm
not totally aware of what they stand for.

And the fact that they voluntarily gave up a HUGE profit center by
removing almost all of their non-compliant mufflers (like my "touring
race mufflers" (a contradiction in terms, don'tcha think?) from their
catalog lends actions to back up the words.
