much, but it appears to take forever to scrape them up off
the roadway, take the snapshots, write the reports etc.

It seems more than a little inconsiderate of them to inconvenience
their fellow motorists like that, so maybe you could find a case
for helmet laws in there someplace.

Apart from that, I'd have to agree that government has no business
interfering with our God given right to be stupid in the manner we
deem most appropriate, be it politics or riding without a helmet.
