I wear a mesh jacket in temperatures above 80-85 or so. Just
depends on the speed. Idling in traffic stinks regardless of what you
are wearing.

I rode my Honda Reflex home on the expressway wearing a textile
jacket with only arm vents open and it kept me cool. The air
temperature was about 83. I was doing about 60 mph though and there
was a strong crosswind. It was like air conditioning almost, I was
not hot at all but I did drink alot of fluids anyways.

I also have one of those vests you soak in water. IT works... sort
of. Even in relatively high humidity like 65-70 percent. But it
makes your clothes feel drenches in sweat, even if they aren't. It
also helps to be moving. I think just pouring water or your jacket
would probably work as well.
