I was pulled over once because I was WEARING a seat belt. The officer
gave me gift certificate to a local hair salon. Unfortunately, at the
time my wife was a hairdresser!

Anyway at least they were using positive re-enforcement and not
punishment to encourage seat belt usage.

And what sense does it make to force drivers to wear selt belts and
then let cyclists go helmetless?

We truely live in bizzaro world.

I'm looking forward to riding in Utah. There are no helmet laws there.
California, Nevada, Arizona, New Mexico, Oregon and (if I remember
correctly), Colorado, yes.
Utah, no.

Wear sunscreen. I would hate to see you get burnt to a crisp.

Colorado is helmet law free.
Nevada, California, and Oregon have helmet laws.
Arizona and New Mexico exempt riders over 18.
