Ah ... that argument I understand and agree with. You aren't talking about
decisions while on the track, you are talking about the decision to be on
the track at all to begin with.

From what I've seen in Europe, it's rarely a matter of kids being pushed
by thir parents, though that certainly happens. It's kids who've grown
up in households where bikes have been part of the scenery since birth,
and often where Dad (and sometimes even Mum) raced.
It's kids who have been obsessed by bikes from an early age and who
cobbled together their first bike from a wreck, hid it from parents, and
bashed it around fields.
Kids who exhibited a natural talent as soon as tey learned to ride, and
the track was their natural environment.
Und so weiter.
Anyway, we wouldn't want repressive legislation here to deny kids the
freedom to race if they wanted, would we?

At least one regular here is openly advocating exactly that (not just
for racing, but for ANY and ALL professional sports) over on AMS.

It isn't.
But there are *always* going to be some "You shouldn't do things that
*I* don't think you should do because I know better than you do and
I'm only looking out for your best interests" mommy-state-style folks
out there, and alas, sometimes they're in positions of power where
they can enforce their Do-Gooding upon the rest of us whether we like
it or not. (See any helmet thread for examples.)
Such people should be either resisted, ignored, or removed from power.
