In Florida when I was in high school it was 14, with an adult licensed
driver in the car, or a motorcycle with less than 5 horsepower.

Also, it's still the case that in the US one can solo a sailplane at 14.

It's cultural.  Jesse Chisum and Dan'l Boon were preteens when they began
exploring and, until recently, the age of consent was as low as 12. Nowdays
many emotional retards hang onto parental support into their mid 20s.
