That question of course is answered by the photograph sent to the
Sentinel by a reader showing a police officer on a bicycle riding
past the woman as if she were, well, clothed.

According to the California Penal Code, indecent exposure
is a misdemeanor, but according to case law simply walking
down the street naked doesn't meet the elements of the penal code.

"We can't arrest that person right there. that is not against the law

But Santa Cruz police spokesman Zach Friend said "If we gave a
citation for every one of Santa Cruz's idiosyncrasies, we'd be
swimming in an ocean of citations."
