Actually, that one makes sense; I.E. the only people who can't read it are
the folks who have guide dogs.

Yes, if the dog can read or if it is written with Braille subtitles, it
will know it's OK to pass.  If the sign said 'no dogs' - the dog would
avoid going through.  Now since most dogs that I know can't read at that
level, a simpler sign saying 'no dogs allowed' should (usually) suffice.  

Anyhow, it is a sign that makes one ponder, eh?
