That happens here too. Often these areas appear to be part of the
sidewalk but are in fact private property. Sometimes the sidewalk
widens in front of the business and extends over the property line. I
see bikes parked in those spots all the time.
Even without being on private land I have never seen a bike ticketed
for parking on a sidewalk as long as they are in those nooks and
crannys that are clear of pedestrian traffic and as long as the bikes
are not in a loading area or fire lane.

Had a guy in South Carolina try to park next to us... at 70 mph... on
the interstate.
Not sure who this guy thought he was but he kept trying to ride right
beside us in our lane. After a few minutes of slowing down to let him by
and speeding up to get away I'd had enough. Dropped the K11LT into third
gear and opened the throttle.
Last I saw of him I was passing 120 and never saw him again.
