They tried that in Santa Cruz several years ago. So bikers came in early
on weekends and parked one bike in every spot, exactly as the new
ordinance required. If someone wanted to leave, he'd flag down another
biker to take the spot. There were no legal spaces for cars in any of
the touristy areas. There was nothing illegal about what the bikers were
doing ... so the city changed the ordinance back to what it was before.

In San Francisco they say they try to allocate enough motorcycle parking
spaces, and you can usually find one. Otherwise I park in spaces too
narrow for cars, such as between driveways.
One time I saw a car parked across a bunch of spaces clearly marked
"Motorcycle Parking Only" Someone had parked his bike close on one end
of the car, so I parked mine close on the other end. When I got back,
the car had a ticket on the windshield. }: )
