I figured out the problem. One of the clamps for the intake valve of
the carbs was turned a bad way and when the throttle was open to a
certain point, the mechanism to control the butterflies would hang on
the clamp, keeping it open.
I have a new problem now, hopefully the last, that involves my clutch
not engaging... but I'll leave that to a new thread.
