it's proscribed, not the other way around. Unless you live in North

You forget california is "funny". This is one of those "No it isn't
illegal as such, but it isn't exactly legal either" it's all rather
complicated and a lawyer current on california traffic law could
explain it better than anyone else...unless you can find Larry and ask
him.

They're just like the laws in any other State of the US in that things
are either legal or they're not.

The only way you can get a ticket for lane-splitting in California -
and have it stick- is if you're doing something stupid while you're
splitting: such as splitting dead-stopped freeway traffic at 60 MPH.
In which case, you don't get a ticket for lane-splitting; you get one
for reckless driving.
Because lane-splitting is *legal* in California: not "just not
illegal".
