*Only* if you're living in a place where the law is based on English
common law. In other places like Germany, it can work the other way
around - if it's not explicitly permitted, it's illegal.

But not if you're in California, where -just like everywhere else in
the US- the law *is* based on English Common Law, and everything is
legal unless a specific law says otherwise. (And despite the
occasional fratricidal flame wars, it's one of the things for which we
own the British our gratitude.)
Now all we have to do is burn down Buckingham Palace to repay you for
torching the White House in 1812, and we'll be *almost* even!
