You know who you are and so do I.  ;)  RGD, Tim and a few others here.

Tis the season for new bike fever.  After I move the three bikes in my
garage on to new owners, I'm tossing the idea around of going back to a
full on touring bike, either 1800 Wing or HD FLHTCUI.  I'm quite
familiar with the maintenance and tire life on newer Wings, but would
like some input on HD's UltraGlide stuff.  I'm thinking a used UG
that's 7-8 years old just because of the pricing on them.  I can swing
$12-13k cash, no financing for this dude.

While touring, what kind of tire life do you get?  15k?  20k?

Valve and tuneup intervals?

Anything else I should know relevant to actually riding them?

5k service interval.  Valves are hydraulic.

Suspension, brakes, engine, ground clearance were all issues for me,
and would be, I expect, to anyone else wanting to ride the bike
enthusiastically around corners.

I would *NOT* recommend a stock motor FLH or FLT if you are going to
buy used.  I would look for a good (aftermarket) 95" upgrade (like Bob
Mann's) or an oem (Screamin' Eagle) 103" upgrade (like mine).

Springs, shocks, fork oil, brake rotors will - all combined - cost
lest than the necessary motor upgrade.

Of course if performance is NOT an issue, never mind!

FWIW my '99 Ultra has:

* gear-driven Woods cams (cam chains on the stock twin cam motor have
a fairly predictable lifetime of 30,000 miles.)

* True-Track suspension stabilizer
(See: http://www.true-track.com/1_2006_003.htm  )

* Power Commander III fuel injection control

* 95" upgrade

* longer handlebars so I can sit more upright (makes a big
difference in comfort)

* moderately aggressive pipes -- Cycle Shack staggered duals

I think you mean the cam chain tensioners have a 30K mile shelf life
before imploding.

Keeping in mind that your Street Glide now has the same ground
clearance as a stock Ultra.
Far less mushy though.
