In "the old days" we could ride/drive a combination (bike/sidecar) of any
size on a provisional license while displaying "L" plates, but we could only
carry a full bike license holder. No "passengers as such. I don't know if
this is still the case though, coz there've been that many changes over the
years, it's diffcult to keep up with what's legal these days.

You can still drive something like a Reliant three-wheeler or one of
those French micro-cars on a motorcycle licence.
One of our IT bods has no car licence, but putts into work in some
horrible Ligier Froggie crapbox.

As usual, you get it wrong. Try some knowledge instead of a search
engine.
His has got rather more than 5bhp.

How in the fuck do you expect anybody to make sense of what you are
raving about, if they aren't allowed to use a search engine?
Do you imagine that people carry encyclopedic knowledge around in
their head?
