CA is Canada's TLD (Top Level Domain). The United States has US. So
a California government agency could use foo.ca.us. CA would be
California's state code. But it would be under the US TLD. Somewhere
there should be a FAQ that explains the requirements of obtaining a
domain with .us in the United States or .ca in Canada. Registrars
will certainly have that information (the people you buy domain names
from).
I'm still using Network Solutions, formally InterNIC, for my .com, so
I am rather out of date. Everyone else is cheaper, but I paid up
through 2008.
