It strikes me as very odd that this is a known issue for a bike from a
major manufacturer.
I've heard they do things like ... engineer and test their products.
Rain is hardly an unusual use case.

I never had it happen with my SV and I rode in the rain a fair amount.
Then again, I knew about the drain hole, and made sure it was clear,
plus I made sure the rubber boot was properly seated at the top so no water
got past it, into the spark plug well. So there was no water getting
in around the plug, but if there had been any, it would have drained
out as designed.
I strongly suspect the only people who ever have a problem with this
are those who don't take care to seat the plug boot properly, and also
fail to clear out the drain hole.

What do you want Suzuki do do, recall all the millions of early model
SV650's and retrofit them?
This problem was resolved on later models by fitting two little
plastic shields to keep water thrown off the front tire away from the
spark plugs, and later models also have two ignition coils and two
spark plugs per cylinder.
