Nah, it comes under the heading of due diligence. Doing what can be
reasonably expected to ensure motorists coming into our country have
the proper insurance coverage.
Granted insurance documents are easy to forge, but consider the
consequences if you get caught. If you were to get into an accident in
a foreign country after producing a forged insurance document to get
in, would probably land you in some serious trouble.
Would that stop a hardened criminal or someone trying to enter our
country for a nefarious reason? No.
Would it ensure the other 99.9% of motorists have the appropriate
coverage? I think so.

Yeah, you're probably right. It also probably has a
perjury component, along with all the other charges.
After thinking about it, maybe I'll just come live there,
I sure use to enjoy Toronto. <g>
