The block and heads are aluminum so it could be
an oxide, but not rust. Why not pick one sample
piece and experiment on an unobtrusive part of it.

If it looked like a deposit as opposed to an oxide,
I guess I'd take a shot with a couple solvents. If it's
an oxide, I'd guess it might require blasting with baking
powder or something similar.

Yes. Can you say "corrosion?"

You're seeing crystalized metal salts popping out of the surface.

Take a turpentine-soaked rag and wipe it off.

Use a brush with turpentine to get into tight corners.

In the future, store your parts in a place that's less humid.

| My project BMW R75's motor block and cyl heads are covered
| in a fine grey dust (or rust). Also some spare cyl heads.
| It was all stored for several months in a garage on
| the ground floor of a house.
|
| Anyone know what's going on? (And how to stop it?)
|
It is oxidation.  We used to spray our whole "airhead" engine/tranny
assemblies with WD-40 periodically.

As an alternative, you can just leave the bike covered
with a protective layer of spooge. It's putting the bike
away clean that causes you trouble.

I foolishly cleaned my Harley after I returned from BC.  Can I get
some spooge in a can for it somewhere, rather than riding it another
6,500 miles to spooge it back up myself?
