Unlikely. His head is in front of the front wheel meaning he would
have outrun the bike while wearing that heavy wool coat below his
kness and boots and going through a tire. If moving, that means the
bike is going very slowly and leaned to the right with the wheel
turned left it would fall in short order. I'd say the bike is parked.
IMO, it is unwise to put yourself in a position where you are on the
ground with an uncontrolled motorcycle approaching.

In my youth, I had a camera with a top speed of only 1/250. That was
enough to nearly freeze an idling airplane propeller in some pictures
I took.
