If he removes the transmission, he will be dealing with crankshaft speed. One
of the gear ratios is already at or near crankshaft speed. Use that gear. Run
a chain and sprocket to a countershaft with as many pulleys as you would need.

Electronic cruise control set to monitor engine speed. ~$50. There won't be a
way to idle the engine when there's no load, but it will ramp up the throttle
when a load draws the engine speed down.
Old Gravely garden tractors had a belt-driven governor that could be adapted.
The speed controller from a gas powered air compressor would be ideal but I
don't know where you'd find one.
