The Suzuki S40 (Savage LS650) I'm considering,
its pipe is yellowed for about a foot or so down
from the exhaust port with a few small blue patches.
Is it running too lean (and hot)?

Is this a problem considering the long oil feed line
to the upper cyl. The bike has 4,000 km on it.

Buying this bike would stretch me a bit finanically,
but I like it's funky sound and feel.

TIA, Sean_Q_

You are implying that one comes out of the factory any way OTHER than
extremely lean?

It's running lean. Probably no damage. They set 'em that way at the
factory.

Years & years ago, my dad and I were working on my BSA 350 single.  I
decided it was running too rich, so Dad suggested we move the carb
needle down one click and lean it out.  I hopped on the bike and rode
it around the block to see if it felt any different.  When I came
back, Dad came running up to me to warn me.  The exhaust header was
glowing red!  I'd say that was too lean!  Discoloring exhaust pipes,
-every- motorcycle does that.

In addition to the other replies, what nobody seems to have asked is
this:

Is it the stock header?

The Japanese tend to make their chromed headers double-skinned, so they
don't discolour from the heat. Aftermarket exhaust makers use
single-skinned pipes, and they do.
