Trouble is forcing Florida taxpayers to cough up $15k/head does not punish
or deter the police who abuse the law.

Your governor (even if he is a radical authoritarian, conservative
type) still has a budget. He won't chance loosing the old people by
increasing their taxes. He is far more likely to reign in the
spending. Though if he's anything like his brother, he will punish
the teachers for the crimes of the cops...
