The US Secretary of Defense wants to end production of the F-22
fighter and buy more Joint Strike fighters. The decision was based on
capabilities and needs. But the planes are expensive and mean lots of
jobs in certain places. There is strong political pressure to keep
producing weapons the military doesn't want because it has such a big
impact on local economies.

Note that the US Air Force, who actually gets to go climb into the things
and die for their country, does _not_ want to end production of the F-22 and
buy more F-35s. The Secretary of Defense, whose background is as one of the
intelligence analysts whose wrong information ends up getting people on the
sharp end killed with deplorable regularity, is trying to force this
decision on an unwilling Air Force.
So don't say that "there is strong political pressure to keep producing
weapons the military doesn't want" and use that as an example. In this case
there is strong political pressure to _stop_ producing weapons that the
military _does_ want.
And once production stops and the line is torn down and the tooling scrapped
and it turns out to have been a bad decision, it's going to cost vastly more
and take vastly longer design a new fighter and put it into production than
it would be just buy the one that's already in production.
Simple fact, F-35 was never designed to be an air dominance fighter. It can
defend itself well enough but it cannot force combat on the enemy like the
F-15 and F-22 can.

That paragraph sums up why it's happening....thats political logic. :)
