I have a Honda Shadow VT600 with a windscreen that I look over.
Depending on the day, my head can get vibrated around quite a bit by the
airflow. I know it is the airflow because if I lean forward and hide behind
the windscreen everything is smooth.
What are my options to cure the buffeting? I'm assuming that getting a
taller windscreen is my only option?
I do like looking OVER the windscreen because I have a clearer view with
only one piece of plastic (my helmet visor) in the way.

Is the angle adjustable at all?

A trick that works on VStroms is to put a stack of nylon washers (get
them at Home Depot or any decent hardware store) under the windscreen
at the mounting bolts to change the angle. Don't know if the mounting
on the VT600 is amenable to that or not--if it is then it's worth a
try--if it doesn't work you haven't spent very much. Try changing the
angle both ways--going one way you may get the flow to go above your
head, going the other it may get your head into clean air--which you
want depends on your personal preferences and the weather you ride in.

I have a Zero Gravity shield on my Kawasaki, and its small but
flared at the top so that the wind blows up in front of my
face, keeping me relatively wind free for comfortable cruising
up to 80 mph.

Probably but maybe not. Angle is as important as height.
And sometimes the offending air flow is coming from UNDER the shield and not
over it.
This is a tricky thing to solve. When viewed from the side, the shield
should line up with the front forks. That is, the shield should be (at
least) at the same angle as the forks. A shield too straight up causes
excess drag, fork instability at high speed and turbulence behind it.
You might need a taller shield at more of an angle or you might need lowers
or both
OR
you might just need an angle/height adjustment of what you have now.
A brief ride without the helmet might give you a better idea of what is
going on.
