This isn't a question about which is the best, more a terminology
clarification.
My old CB550 has a milk crate bolted to the luggage rack on the back -
behind the pillion back rest. While I don't have a problem with the milk
crate, it works, it does make it tough to carry items sensitive to the wind
and/or items sensitive to getting knocked around. So I'm digging through
the luggage options but find that I'm not quite sure what to call that
position. The term I hear is sissy bar, but that doesn't sound right. It
isn't a roll bag, handlebar bag, tank bag, saddlebag, so what else do I call
this position?
Second, since my bike has a luggage rack already on it as part of the rear
fender, would an aftermarket bag bolt right on or would I need to swap out
the luggage rack first?

Actually I think I just found an answer to my first question - tail pack
bags. Now I just have to start reading about which ones would work.

Buy the large top case from JC Witless. I've got one on my ZG1000 and it's
not a Givi but it's quite serviceable. I have a soft tail pack for my SV
which is pretty decent (but cost more than 2x what the large JC Whitney
trunk cost) but a rigid top case is better in my opinion.

I don't know if they still are, but recently the largest of the matte
black bags was ringing up at something like $47, instead of the usual
price. It apparently didn't show up for the lower price until you were
finally confirming your order, though. Don't know if they have fixed it
to the correct price, yet.
I also have one of these bags on my Concours. Looks decent, and has a
lot of space inside it. Stays dry through some serious downpours I've
ridden through. My only complaint is that the red plastic strip on it
(the front half anyway, not the part that looks like a taillight) faded
to a horrible shade of pink.

I didn't get quite that good of a deal on mine but it was pretty
reasonable, I got free shipping on it too. Nothing wrong with a
little pink trim on your bike, just ask Steve T. I was going to
spray paint mine but so far I've resisted the temptation to do
something completely unnecessary just for looks. I'd rather spend
the time doing a valve adjustment, a carb sync, or an oil change.
