Well, while it's possible that someone went to the trouble to try to
bilk someone out of money by replacing the good, used tires on a Rebel
250 with oem worn-out tires, I doubt it.
If it was used as an MSF-curriculum training bike, it's entirely
possible for the tires to be worn out in that low mileage. The bikes
stop and start, stop and start, all weekend long, week after week,
month after month. We used Rebels in the Virginia Rider Training
Program, and the wear and tear on the bikes (brakes, tires, batteries,
levers, handlebars) was unbelievable if you are used to normal street
use wear patterns.

Good advice, unless the tires are already ten years old and hard as
paving stones. In which case, it's time to replace both tires and both
inner tubes and the tube straps, as well.
