The bulbs are dual filament types. But the brighter filament normally
works
as a turn signal, and the dimmer filaments are the running lights,
which get power when the headlights are on.
I suspect you have some crossed wiring right near the point where the
rear fender bolts to the frame.

Hello, Krusty......are you in there ???
He is talking about the tail light/stop light.........NOT the turn signals.
Similar situation though.
Your problem is a missing ground.
If two wires go into the socket, the ground is to the frame via the mounting
bolt.
If 3 wires go in, one is a ground (negative battery) and it is loose,
corroded or broken.
On a bike that old, it might just be that the bulb is corroded in the
socket. Check that first.
If you have done mods. such that the mounting point or bracket is no longer
metalic, you may need to ADD a ground wire.

Most people don't call the mandatory tail light a "running light".
Running lights are optional, and some riders do in fact rewire their
motorcycles to use a second filament in each rear turn signal for a
running light.

In Canada running lights are not optional on newer vehicles but it means
headlight only is on.
From the original posters question I did not know if he was talking
dual filament bulbs with one broken?
