My Suzuki 1400 intruder gets lousy milage, around 31-35. Should be
getting 45-50. Adjustments seem to make no difference. It it worth
getting 2 new Mikuni's at $500 each? Can I replace them with throttle
body injection?

TBI- no. New carbs would be a waste of money unless you have worn
throttle shafts, which you won't unless the bike has well over 100k
miles. Bike carbs usually don't wear out or need adjustment despite
what many people think.
Have any changes been made to the carbs, airbox, air filter or exhaust
system? If so, returning everything back to stock should get the
mileage back to normal. A dragging brake could also account for some
of the drop in mileage. I'm assuming there are no ignition related
issues, plugs, plug caps, wires, coils, etc.

And don't forget the Obama suggestion to air those tires.

I run mine half flat because I like that wandering feeling swaying back
and forth.
