cb 750f frame

this thread
while looking over my 80 cb750f the other day i noticed an something
that struck me as rather strange.  about half way down the right front
down tube of the frame, theres a split.  its cut clean through the
pipe.  it does seem to be braced well with brackets and bolts. looks
safe enough i guess.  looks factory, not home hack job, but is it?
whats this all about?  should i be concerned?

 many thanks.  i do feel easier but cant help but wonder these breaks in
the frame somehow contribute to that occasional 'speed wobble' that ive
experienced.  ?  brakets and bolts are all tight, couldnt be tighter,
but would welding them up help to achive greater stabillity?  if welded
up, would engine removal be possible?  i know this may be a whole new
can o worms, but i wonder....
